This seems to be some sort of scam.  I seldom ever open email which I not expecting. The first thing which caught my suspicion about this email was it reported to be from the FDIC.  Sure, the FDIC insures our bank accounts but it deals directly with the banks, not you and I. Next, I notice the address of the sender was not a government agency but someone at xxx@ssscontrols.com. If I were to click on the above link in "Please install updated programs, by opening this link", that's when I could be downloading malware into my computer. That link, by the way, doesn't point to a FDIC website but: http://turbosila.com/components/com_ag_google_analytics2/supreqfdic.html which is registered to some Russian guy, according to a whois search.
