Photography by E.W. Faircloth The guy in North bound lane toward Dover has me and other passing on his right.  Knowledgeable and courteous drivers know of Lane Courtesy or Slow Traffic Keep Right rules. The United States Uniform Vehicle Code states: Upon all roadways any vehicle proceeding at less than the normal speed of traffic at the time and place and under the conditions then existing shall be driven in the right-hand lane then available for traffic ... Bottom line is this: If everybody and your Mama are passing you on the right, it time to move your vehicle over to the right as a matter of courtesy and safety for all. Lead, follow or get out the way!
