This plate was seen in the Walmart parking lot of Georgetown DE. I thought it meant Moms Dept. of Transportation. However, I ask the two women getting out of vehicle if my assumption was correct. No it meant Mom Dot. That was term the grandchildren of Dot called her. Makes sense to me.
