There was a bare area on a corner in our community which the developer didn't water. No water means no lush green grass.  After a few protests by neighbors the developer put in an irrigation system and today a flatbed truck delivered pallets of rolled sod.  Even with slow trickle of home sales the developer is doing it's best and spending money to make the community beautiful.
