I could figure out why the Dept. of Transportation was putting steel rods in the highway near Seaford Delaware.  I stopped and ask one of the workers.  He told me that the rods were to reinforce the patches that were being made in highway. I don't know.  Something's not quite right.  This is either a public works project to help employ people or some other application we'll find the truth about later.
